GENERAL
The Executive Director (ED) is the chief executive officer of the Chamber responsible to the Chamber’s Board of Directors. The ED is responsible for the day-to-day operational management of Chamber business functions, programs and activities, and staff. The ED is responsible for carrying out policies established by the Board through an annual program of work. All staff report directly to the ED and work out of the Chamber office daily.
SPECIFIC DUTIES
Within the limits of Chamber’s bylaws and policies established by the Board of Directors, the ED shall, with appropriate delegation, be responsible for the following:
MEMBERSHIP
◦ Develop and maintain responsibility for an effective program of membership recruitment, development and services
◦ Develop and maintain an effective communications program responsive to the needs of membership
◦ Responsible for Membership solicitation annually
◦ Develop creative benefits, programs and activities for the membership base
◦ Provide informed and fact-based information to the General Board, elected officials and membership on appropriate issues
◦ Identify critical issues that may impact the Chamber and its membership base
DAY TO DAY OPERATIONS
◦ Develop and maintain a Program of Work and plan that clearly communicates the Chamber’s mission to the membership and general public
◦ Continuously address the critical issues facing the Moscow Chamber of Commerce & Visitor Center
◦ Establish and uphold administrative policies and procedures for office functions
◦ Continuously evaluate the Chamber’s organizational structure and ensure it is designed to and does function in an effective and efficient manner
◦ Recruit, hire and train staff and administer an effective personnel program, which includes job descriptions, performance appraisals and compensation
◦ Ensure that Chamber operations are in compliance with law
◦ Demonstrate a sense of vision for the mission of the Chamber
PUBLIC RELATIONS and MARKETING
◦ Maintain effective internal and external public relations
◦ Serve as the spokesperson for the Chamber, in conjunction with the President of the Board
◦ Participate and organize annual tabling events elevating Chamber initiatives and Visitor Center
priorities
CHAMBER COMMITTEES
◦ Maintain an effective Governmental Affairs program to represent the interests of the Chamber
membership to Government agencies as appropriate
◦ Plan and Coordinate: Marketing & Tourism Committee, Government Affairs Committee,
Leadership Moscow Steering Committee, Executive Finance Committee, Membership
Committee and Board of Directors meetings. Serve on multiple community-based committees
or commissions as deemed by organization requiring Chamber representation.
◦ Oversee and monitor committees of the Chamber, maintaining quality programs
FINANCES and GRANT ADMINISTRATION
◦ Serve as Grant Administrator for Idaho Regional Travel and Convention Grant Program and any
other grant programs approved by the Board
◦ Coordinate Annual Moscow Chamber Foundation fundraising efforts
◦ Prepare accurate and timely monthly and yearly financial statements with detailed information
in conjunction with external bookkeeping organization. Prepare annual budget and long-range
forecast of needs
QUALIFICATIONS
Education:
◦ Bachelor degree in Business or related field, or comparable experience, including a minimum of five
years management/administrative experience with increasing levels of responsibility, or an equivalent
combination of higher education and experience
Experience & Skills Required:
◦ Strong working knowledge of the Chamber industry to include the principles of volunteer
management, program administration and strategic planning
◦ Strong communication and public relations skills, coupled with the ability to influence others in a
positive manner
◦ Ability to supervise personnel in a manner conducive to efficient performance, production and high
integrity
◦ Ability to establish and maintain effective working relationships with the Board, employees,
committees, elected officials and general public
◦ Working knowledge of state and local government operations
◦ Ability to review and critically appraise program proposals and other complex issues and bring recommendations to leadership for consideration
◦ Practical working knowledge of accounting and finance as they relate to the fiscal and financial obligations of the Chamber, and ability to provide financial analysis of revenues and expenditures
◦ Demonstrated organizational experience
◦ Grant administration and fundraising experience
