The Staff Engineer requires certification as a Professional Engineer(PE). This position has been approved to underfill as a Principal Engineer Technician, salary grade 12 for those without a PE certification. If underfilled, the incumbent will have up to 24 months to become successfully certified as a PE as a condition of continued employment. At the time of certification, the incumbent will be reclassified to Staff Engineer, salary grade 14. Link to Principal Engineering Technician.
Basic Function
Under the direction of the Engineering Manager/City Engineer, prepare a variety of plans and specifications for city, state, and federally funded infrastructure projects; prepare project cost estimates; review a variety of in-house and consultant engineering plans for compliance with City standards; oversee the inspection of construction projects for compliance with specifications; supervise and evaluate the performance of assigned personnel; communicate with and assist the public in requests for information and permits.
Distinguishing Characteristics
In addition to basic duties, incumbents perform skilled engineering tasks for engineering projects and programs. Incumbents are generally placed in charge of major or multiple projects which are characterized by supervising support technical staff, which may include or consist of contracted consultants. Work at this level is characterized by the independent application of standard engineering procedures and techniques to accomplish a wide variety of work in the office and/or field. Incumbents generally serve as full production staff and supervisors. Incumbents assign work to technical staff through general instructions and the setting of deadlines, engages in ongoing spot-check reviews, aid when problems are encountered, and review completed work. Staff at this level are tasked to assign, train, and evaluate technical staff.
